This is about the most complete article I have found on the subject. Some carriers, such as Verizon, will work with you to provide the unlock code so long as you have been in good standing with them for a period of time.
Others, like AT&T, will not cough up the unlock code unless your contract term has expired.

The current law for cell phone unlocking is that it is illegal for any carrier subsidized phone sold after January 26, 2013, absent carrier permission. That's the way Ebay/PP will now look at it - very cut and dried.

You will be seeing some test cases soon where the manufacturers push for criminal prosecution of anyone doing this for financial gain.
It's also worth noting that the ruling upheld protection for rooting and jailbreaking, and doesn't apply to phones purchased before January 26, 2013, or used ("legacy") devices. So it's certainly possible that those seeking unlocked handsets will simply go to the second-hand market for their future needs. But after today, if you're coming to your carrier expecting cheap devices without getting tied down by federal law, you'd best look elsewhere.
