You used to be able to request the contact info (name, email, telephone number) of anyone on eBay. Then they changed it so that you could obtain it only for someone who had won one of your auctions:

Now, this "search" is still available, but even if you enter the valid user ID of someone who won one of your auctions, you will receive no results, as the feature has been deprecated.
